     By the authority vested in me as President by the Structure and the guidelines of the United States of America, and in get to build an advisory council on science, technology, and innovation, it is hereby ordered as follows:

     Section 1.  Policy.  As directed in the Presidential Memorandum of January 27, 2021 (Scientific Integrity and Evidence-Based mostly Policymaking), it is the policy of my Administration to make evidence-based conclusions guided by the very best accessible science and details.  Officials and employees throughout my Administration shall request from experts, engineers, and other professionals the very best out there scientific and technological information and guidance.

     Sec. 2.  Establishment.  (a)  There is hereby established the President’s Council of Advisors on Science and Technologies (PCAST).  

     (b)  The PCAST shall be composed of not much more than 26 members.  The Assistant to the President for Science and Technology (the “Science Advisor”) shall be a member of the PCAST.  The Science Advisor, if also serving as the Director of the Business of Science and Know-how Plan, could designate the U.S. Chief Know-how Officer as a member.  The remaining members shall be distinguished folks and reps from sectors outside the house of the Federal Govt appointed by the President.  These non-Federal associates shall have various perspectives and knowledge in science, technology, and innovation.

     (c)  The Science Advisor shall serve as a Co-Chair of the PCAST.  The President shall also designate at least a single, but not more than two, of the non-Federal customers to provide as a Co‑Chair, or Co-Chairs, of the PCAST with the Science Advisor.  The Science Advisor may designate up to 3 Vice Chairs of the PCAST from among the non-Federal associates of the PCAST, to support the Co-Chairs in the leadership and corporation of the PCAST.

     Sec. 3.  Functions.  (a)  The PCAST shall advise the President on issues involving policy impacting science, engineering, and innovation, as very well as on matters involving scientific and technological information and facts that is necessary to inform general public plan relating to the overall economy, worker empowerment, training, strength, the atmosphere, community health, national and homeland security, racial fairness, and other matters.

     (b)  The PCAST shall meet regularly and shall:
